The President’s Tariffs Are Working

President Trump’s April 29 Executive Order prevents overlapping tariff measures from stacking on the same imported articles, directs Customs and Commerce to update rules by May 16, and applies retroactively to entries from March 4 of this year.

Already, companies like Novartis have pledged $23 billion to expand U.S. manufacturing, TSMC is building a third Arizona fabrication plan, and Hyundai is shifting production and investing $21 billion in Georgia — all in response to clearer trade rules.

Even blue-chip innovators like IBM and Eli Lilly are pouring hundreds of billions into American R&D and production — proof that defending our freedom and protecting the legacy of our Founding Fathers pays dividends for hardworking Americans.

What This Order Does

The Order—“Addressing Certain Tariffs on Imported Articles”—lays out exactly which tariff applies when multiple statutes or proclamations overlap. It covers Section 232 auto, steel, aluminum duties; trade-emergency drug and border protections; and “national emergency” tariff actions under IEEPA and the Trade Act.

No more stacking one duty on top of another until rates balloon past what’s needed for security or policy. And by May 16, Customs and Border Protection must roll out new guidance—with refunds back to March 4 for anyone overcharged.

Why It Matters

Tariffs are tools to defend America’s security and economic interests. When courts tie them up, foreign adversaries gain the edge. This Order cuts the red tape. It reasserts the President’s authority under national emergency statutes and Section 232 to keep supply chains strong without needless legal games.

When every duty is clear, manufacturers can plan investments instead of waiting on courtroom delays.

American Industry Is Responding

For the hardworking Americans out there, this clarity is a game-changer:

  • Novartis plans to build and expand 10 U.S. facilities with a $23 billion investment over five years—creating over 4,000 jobs in manufacturing and R&D hubs.

  • TSMC just broke ground on its third Arizona chip plant, the single largest foreign investment in U.S. history, thanks to tariff certainty.

  • Hyundai Motor has set up a special task force and is shifting production of its Tucson SUVs to Alabama, plus a $21 billion Georgia factory commitment—avoiding uncertainty and keeping prices stable.

  • IBM will allocate $150 billion over five years for U.S. manufacturing and R&D, including $30 billion for mainframe and quantum computing.

  • Eli Lilly is planning new pharmaceutical manufacturing sites across North Carolina, Wisconsin, Indiana, and Indianapolis in the wake of Trump’s tariffs.

How long will we let liberal courts and activist judges tie our hands while global competitors pounce?
